Pflichtenübertragung / Transfer of Duties

The Pflichtenübertragung / Transfer of Duties is a legal document that all Hub Managers and Area Managers receive in order to sign off the work safety obligations in the hubs that, according to the law, need to be complied with. This article describes all your work safety obligations addressed in this document.

Process

The work safety obligations described in the transfer of duties are the following:

Processing the risk assessment

  • The risk assessment is an essential part of Occupational Health and Safety and must be submitted upon request. An appropriate risk assessment must be prepared for all activities performed in the hub. You can find the template for the risk assessment and the instructions here.

  • Please consider all items in the risk assessment and complete it independently or write a ticket to the work safety team for support.

  • The risk assessment must be reviewed regularly (every 1 - 2 years) to ensure it is up to date.

  • Updating the risk assessment is necessary on the following occasions:

    • After the occurrence of work-related accidents, near-accidents, work-related illness or leave due to work-related health impairments

    • When setting up new workplaces (before the start of activities)

    • In the event of significant changes in the company, e.g. planning of new workplaces and work sites, redesign of work and traffic areas, change of work procedures, change of work organization, use of other working materials, procurement of new machines, equipment and facilities

Documentation and implementation of instructions

  • Make sure that all your employees have received the EduMe safety onboarding briefing at least once a year and before their first shift.

  • The safety briefing must be carried out:

    • Before taking up a job

    • When a different job is assigned

    • When there are changes in the scope of duties and changes in the work processes

  • The proof of the successfully completed safety briefing is to be deposited in the occupational health and safety folder/drive and presented on request. This is possible via the Looker dashboard for onboarding completion rates.

Collaboration with special functionaries such as the company physician and Occupational Safety

  • During site inspections by the Occupational Safety Specialist and the company's physician, you must be available to answer any questions that may arise. Appointments for the inspections are made in advance with the respective Area Manager.

  • Have the occupational safety folder with the required documents ready for the inspection. Accompany the Occupational Safety Specialist and the company's physician during the inspection of the hub.

Communication of Occupational Health and Safety

  • Maintaining the safety and health of people at work is the core objective of Occupational Health and Safety. Your task is to make employees aware of Occupational Health and Safety, to work toward compliance with it, and to be available to answer questions relating to it.

Taking health and safety into account during planning and procurement

  • If you take health and safety into account at an early stage of planning, you can avoid complaints, later complaints or improvements.

Involvement and duty to inform external companies

  • Inform external companies about general and company-specific hazards when they enter the hub.

Integration of temporary employees

  • Flink's occupational health and safety requirements apply to all employees - including employees who only work for us on a temporary basis (for example, temporary employees and interns).

  • Ensure that these individuals are also included in the company's occupational health and safety program.

Ensuring emergency measures/first aid

Emergency measures

  • In an emergency, you and your employees must be able to act quickly and purposefully. Therefore, the organization of operational fire protection, the preparation for other emergency measures (such as the orderly evacuation of your workplace), are part of Operational Occupational Safety.

  • As such, have at least 2 employees per hub with training as fire protection assistants. It is recommended that at least five percent of the workforce is trained in it.

First aid

  • The organization of first aid in the hub is one of your basic duties. First aid includes all measures that are necessary in case of accidents, acute illnesses, poisoning and other emergencies until the arrival of the rescue service, a doctor or a physician.

  • This includes, for example, securing the accident site, rescuing casualties from acute danger, making an emergency call, carrying out immediate life-saving measures and caring for those affected.

  • The basic first-aid materials are included in the small first aid kit according to DIN 13157 and the large first aid kit according to DIN 13169 (can be ordered via Coupa).

Ensure availability of emergency/security personnel

  • Depending on how many employees work in your hub, first-aiders must be available in sufficient numbers (at least 2 per hub).

  • Please note that sufficient first-aiders must also be present during shift work and vacation periods.

  • As a Hub Manager, please register yourself for the security officer course.

Checking the effectiveness of the measures put in place

  • It must be checked at regular intervals whether the measures put in place are actually effective.

  • Therefore, check whether the faults identified in the inspection report of the Occupational Safety Specialist, the company's physician, and in the list of measures from the risk assessment have been rectified, and documents this.
